Konstantin Breusov

Konstantin Breusov is the lawyer at Leopard Invest, providing legal support across corporate, contractual and regulatory matters for the group's mining and processing activities.

He has led legal departments for major Kazakhstan industrial businesses, including Kazakhmys Distribution and the heat and electric networks branch of Corporation Kazakhmys, where he handled restructuring of the fuel and energy complex, major transactions, licensing and approvals with state authorities. As Chief Legal Counsel of the Stepnogorsk Mining and Chemical Combine he covered subsoil-use legislation, nuclear-industry licensing, uranium oxide concentrate export contracts and the divestment of strategic assets.

Earlier roles include head of legal at the East Kazakhstan Regional Energy Company under AES trust management, where he sat on the board, legal counsel at AES Kazakhstan, and head of legal at the rail freight services arm of Kazakhstan Temir Zholy handling international arbitration and cross-border transport contracts. He is a graduate of the Adilet Higher School of Law and of the Almaty Institute of Power Engineering and Telecommunications in economics and management of energy enterprises, publishes on energy law, and holds Kazakhstan's Honoured Power Engineer distinction.
